At the time, they still had a LOT of Skyrim’s systems that carried over. I seem to recall one dev saying that they actually intended to have a working jail in Diamond City, and potentially other settlements as well. Yeah like I remember the first time I played NV it took getting caught like 5 consecutive times in good springs, trying to steal stuff from the Peace Love Dispatch Diamond Shirt bar to actually cause the bartender to try and kill me. Skyrim has jailed and you can end up in there. It is likely they added the jail intending for that functionality but never ended up putting it in for one reason or another. It’s just another case of what could have been but never was. Sort of FO4’s calling card.
